Here is a classic, rich, and savory recipe for a Homemade Pepper Steak Pie:

Prep & Cook Time

  • Prep time: 25 minutes

  • Cook time: 1 hour 15 minutes

  • Servings: 4–6 servings

Ingredients

For the Filling:

  • 800g (1.75 lbs) beef chuck or rump steak, cut into bite-sized cubes

  • 2 tbsp vegetable oil

  • 1 large onion, finely diced

  • 1 green bell pepper, diced

  • 2 cloves garlic, minced

  • 2 tbsp coarsely ground black pepper (adjust to taste)

  • 2 tbsp all-purpose flour

  • 2 cups (500ml) beef stock

  • 1 tbsp Worcestershire sauce

  • 1 tbsp soy sauce

  • Salt, to taste

For the Pastry & Assembly:

  • 1 sheet ready-rolled shortcrust pastry (for the base, optional if making a top-only pie)

  • 1 sheet ready-rolled puff pastry (for the top crust)

  • 1 egg, beaten (for egg wash)

Instructions

Step 1: Cook the Beef & Aromatics

  1. Sear the Beef: Heat 1 tablespoon of vegetable oil in a large pot or deep skillet over medium-high heat. Season the beef cubes with a pinch of salt. Working in batches, sear the beef until browned on all sides. Remove the beef and set aside on a plate.

  2. Sauté Vegetables: In the same pot, add the remaining oil, diced onion, and green bell pepper. Cook for 4–5 minutes until soft. Stir in the minced garlic and coarsely ground black pepper, cooking for another minute until fragrant.

Step 2: Build the Gravy & Simmer

  1. Roux: Sprinkle the flour over the cooked vegetables and stir well for 1 minute to cook out the raw flour taste.

  2. Simmer: Slowly pour in the beef stock while stirring continuously to avoid lumps. Add the Worcestershire sauce, soy sauce, and return the browned beef (and any accumulated juices) to the pot.

  3. Braise: Bring to a simmer, then lower the heat to low, cover, and gently simmer for 45–60 minutes until the beef is melt-in-your-mouth tender and the gravy is thick.

  4. Cool: Remove from heat and allow the beef filling to cool down completely before assembling the pie (a hot filling will melt the pastry fat and ruin the flaky layers).

Step 3: Assemble and Bake

  1. Preheat Oven: Preheat your oven to 200°C (400°F). Lightly grease a pie dish.

  2. Base Pastry: Line the bottom and sides of the pie dish with the shortcrust pastry (if using), pressing lightly into the edges. Trim off excess edge pastry.

  3. Fill: Spoon the cooled pepper steak filling evenly into the pastry base.

  4. Top Crust: Unroll the puff pastry sheet and lay it over the top of the pie. Trim off excess edges and crimp/seal the edges with a fork or your fingers to join the top and bottom crusts.

  5. Vent & Wash: Cut 2–3 small slits in the center of the top pastry to let steam escape. Brush the top thoroughly with the beaten egg.

Step 4: Bake & Serve

  1. Bake for 25–30 minutes until the puff pastry is deep golden-brown and puffed up.

  2. Let the pie rest for 5 to 10 minutes before slicing. Serve warm alongside creamy mashed potatoes, steamed peas, or roasted vegetables!
